Street Improvement Fund
The Street Improvement Fund supports projects related to initiatives specifically for the Public
Works Transportation Department. Legally restricted, funding is used exclusively for street
and road programs ensuring that the resources are utilized solely for this purpose. All projects
within this fund are dedicated to the enhancement of the City’s streets and rights-of-way with
most funding derived from motor fuel gas sources and transfers from other funds.
Street Improvement Fund projections are based upon estimated FY 2025/26 revenues with an
annual 3% projected increase in revenues from FY 2027/31. The total FY 2027/31 revenue
estimate is $12,413,857 or 80% of the total revenue needed to fund all the projects and
operating expenses of this fund. Expenditures are estimated u s i n g a 5% increase for FY
2027/31. Both the General Fund and Stormwater Fund provide an annual transfer of $1,000,000
and $260,000 respectively to this fund. The CRA provides a reimbursement for streetlighting
within the CRA boundaries. This fund is not self-supporting and is projected to be operating
at a loss beginning in FY 2027/28.
Street Improvement Funding Analysis:
Over the next five years, the estimated total cost of projects within this fund is $15,514,853,
including all operating costs, and the ending fund balance is projected to be a deficit of
$(2,348,749). This deficit exists even with the annual transfers from both the General and
Stormwater Funds. Not all projects can be funded with the estimated fund balance, and no new
projects can be added. To complete all planned projects, the City will need to evaluate other
revenue sources, such as increased General Fund transfers, grants or debt issuance.
Alternative revenue sources will enable the City to carry out its envisioned initiatives while
continuing to manage its resources for the benefit of the community.
