PROJECT ADDITIONS / CHANGES JUSTIFICATION
Captain is now working and needs a reliable vehicle. Tahoe and
Suburban have over 100k miles each. Replace with a pickup truck
which is more verstaile to the department's demands. Tahoe is 10 years
old. Suburban is 9 years old. Front line life is 10 years.
This would be replacement of a 3rd command vehcile
