013 Street Improvement Fund: $854,636 or 92% fund balance decrease.
Gas tax revenue is budgeted to increase by $35,000, or 6.8%. One cent tax has been budgeted to
increase by $50,000, or 33%. The CRA fund is budgeted to transfer $58,000 to the street improvement
fund pay for utility costs. In FY 20254/26, City expenses for street maintenance, lighting control, road
construction and mowing services are budgeted to increase by 82% and $472,000 has been
budgeted for capital improvement projects, such as sidewalks, equipment, street resealing and
pavement reflectivity.
020 Building Services Fund: $1,098,000 or 42% fund balance decrease.
The revenue is budgeted to increase by $51,000, or 4.2%. Rapid population growth, City
development and building construction has allowed the City to bring more revenue into the Building
Services Fund.
Building Inspection expenditures are budgeted to increase by $1.7 million, or 192%. The Building
Services Department has plans to expand the office space, since the staff has outgrown the area in
City Hall.
042 Water & Sewer Renew & Replace Fund: $742,600 or 4.75% fund balance decrease.
Total revenue has been budgeted to increase by $75,000. The major projects in FY 2024/25 CIP
projects were completed and fewer are budgeted in FY2026. Expenditures are budgeted to exceed
revenues by $742,600 in FY2026.
049 Stormwater Utility Revenue Fund: $474,044 or 117.6% fund balance increase.
Proposed revenues are budgeted to increase by $8,000, or 1%; expenditures are budgeted to
increase by $22,600 or 4.91%. The budgeted capital projects will increase by 19.15% or $102,050.
059 Fire Prevention Capital Trust Fund: $44,400 or 18.53% fund balance increase.
The revenues are expected to remain unchanged and there are no capital or operating expenses
budgeted in FY2026.
062 Fire Pension Trust Fund: $1,918,900 or 13.05% fund balance increase.
Fire insurance premium tax has been budgeted to increase by 10% - City contributions are budgeted
to increase by $50,000 or 7.69% while employee contributions are budgeted to increase by $35,000
or 50%. The budgeted gain of investments accounts for the largest revenue source in the pension
fund, $1.7 million.
063 Parks & Recreation Capacity Expansion Trust Fund: $108,000 or 44.14% fund balance increase.
Interest revenue has been budgeted to increase $9,500 and impact fees by $2,000 for a total increase
in revenue of 11.92%. There are no projects budgeted for FY2026.
064 Law Enforcement Capacity Expansion: $53,000 or 10.72% fund balance increase.
Impact fee revenue and interest income are budgeted to increase by 22.4%. There are no new
projects budgeted for FY2026.
065 Water Impact Trust: $305,000 or 5.7% fund balance decrease.
In FY 2025/26 water impact fees are budgeted to decrease from $200,000 to $150,000. Several capital
improvement projects were completed in FY 2024/25 and there are no budgeted transfers to the
Water & Wastewater R&R Fund. For these reasons, budgeted expenditures have decreased by
$278,265 or 34.86%.
068 Economic Development Trust Fund: $238,780 or 125.32% fund balance decrease.
In FY 2025/26, the projected revenue has been budgeted to decrease by $61,380 due to the absence
of the transfer from the general fund in the amount of $55,000. Expenditures are budgeted to
decrease by $70,500, due to the elimination of the transfer to the Grants Fund and other minor
changes.
