Police Department Priorities, Strategies, Goals & Objectives
The Police Department remains fully committed to advancing the City’s Strategic Plan Priorities
and Strategies, including Safe Community and High-Quality Lifestyle. Departmental
performance measures include key performance indicators (KPIs) that track progress toward both
short-term and long-term goals. These measures help demonstrate the Department’s impact,
allowing city officials to make informed decisions regarding funding, resource allocation, and
strategic direction.
In 2025, the Department’s long-term goals continue to emphasize trend tracking and outcome
measurements across multiple years. The Police Department is focused on the following
objectives:
1. Maintaining Accreditation Excellence
The Department upholds its prestigious accreditation from the Florida Commission on
Law Enforcement, reinforcing its sustained commitment to professionalism,
accountability, and excellence in service delivery.
2. Strategic Plan Alignment
All Police Department initiatives continue to align with the City’s Strategic Plan,
particularly reinforcing the goals of creating an inviting, livable city and maintaining a
Safe Community.
3. Enhanced Public Service and Safety
The Department focuses on delivering quality, cost-effective services that promote
community safety and improve residents’ daily experiences.
4. Response Time Optimization
In 2025, the Police Department is dedicated to further improving response times. Current
average non-emergency response time stands at 4 minutes 36 seconds, and emergency
response time averages 3 minutes 24 seconds. The Department aims to consistently meet
or exceed the Lake County benchmark of 5 minutes 18 seconds for non-emergency and
4 minutes 43 seconds for emergency calls, based on the latest Public Safety Answering
Point (PSAP) data, including call processing, turnout, and travel time.
5. Community Engagement Expansion
Increasing community visibility, positive interactions, and two-way communication
remains a key objective. These efforts are designed to strengthen trust, enhance
transparency, and encourage resident cooperation in promoting a safer environment.
6. Regional SWAT Collaboration
The Eustis Police Department SWAT team continues its collaborative efforts with
neighboring Lake County law enforcement agencies, ensuring regional preparedness and
joint response capabilities in critical incidents.
7. Code Enforcement Excellence
Building on the success of the FY 2024 Code Enforcement reorganization, the
Department targets achieving and sustaining a 90% voluntary compliance rate, ensuring
community standards are maintained effectively and cooperatively.
8. Addressing Community Needs
Departmental programs and initiatives remain focused on improving residents’ quality of
life, ensuring neighborhoods are safer, cleaner, and more attractive.
