Strategies
1. Increase mobility throughout the City with well-maintained streets, sidewalks,
bikeways, and multi-use trails.

The City is working on street resurfacing along Autumn Lane, Buttercup Court, Cotton Court,
East Moonlight Lane, Gables Drive, Painted Post Court, Stardust, Victoria Lane, and Moonlight
Lane

The City is working on street resealing along Glover St, Pinkney St, Gould St, Danvers St,
Kensington St, Reddick St, E Woodward Ave, W Dixie Ave, Hollywood Ave, Virginia Ave and
Others.

Installation of sidewalks for new construction projects continues to be required per the Land
Development Regulations; Little Oaks Apartment complex to the school crossing, Morin
Street, Golflink Avenue, South Center Street, Elizabeth Circle, and South Mary Street

Development Services continues to encourage developers to include multi-use amenities and
elements into new subdivisions and developments, as required in the Land Development
Regulations and Comprehensive Plan.

The City Commission approved an interlocal agreement with Lake County, Tavares, and
Umatilla to work cooperatively on the North Lake Trail. The City has budgeted $50,000 in the
FY 2024/25 budget for its portion of a feasibility study. The feasibility study will be underway
this fiscal year 2025-26.
2. Develop and maintain attractive City entries and gateways.
¾ Support the resilience and sustainability of existing Eustis businesses. During the fiscal year,
Commission established the Downtown Business Growth and Economic Sustainability Grant
Program, administered by the Economic Development Department, to help increase foot
traffic for shop owners in the central business district.
¾ Diversity in the tax base to enhance economic strength. The Economic Development
Administration (EDA), an office within the United States Department of Commerce, awarded
Eustis a $24,000 grant to conduct a Target Industry Study that will identify businesses that can
thrive in the City and diversify the tax base. The Study is managed by the Economic
Development Department.
¾ Facilitate pivotal, responsible development and redevelopment. The Economic Development
Department is working with the developer community to promote development opportunities
in the City, including the former Waterman Hospital Site.
¾ The City offers a Gateway Corridor Improvement matching grant program administered by
the Economic Development Department.
¾ Downtown Master Plan Implementation. In May 2025, Commission approved a Downtown
