¾ Coolidge Street Water and Sewer Main Expansion has been completed. The second phase
will include water and sewer on five side streets between Coolidge and Wall and Stormwater
and Roadway construction throughout the project extensions. The second phase engineering
& design has been completed and the project is out for bids.
¾ Development Services continues to review development projects for consistency with Land
Development Regulations that promote preservation of the natural environment to the
maximum extent possible.
9. Maintain the character and charm of Eustis.
¾ Development Services is actively evaluating new development projects to ensure they align
with the City's overall building design and improved standards.
¾ Development Services will maintain its requirement for new subdivisions and developments
to incorporate pedestrian amenities, in accordance with the Land Development Regulations
and Comprehensive Plan
10. Focus on the City’s development and beautification.
¾ Development Services staff will ensure that all new development projects incorporate
landscaping features, including flowering plants, shrubs, and trees that enhance the
property's visual appeal and overall aesthetics.
11. Encourage residential and commercial redevelopment in the Community Redevelopment
Area (CRA) with incentives and other initiatives.
¾ The City maintains its construction incentive voucher program, offering up to $60,000 in some
portions of the CRA.
¾ The City has implemented processes to streamline the approval of development plans.
¾ The City upgraded its CRA programs to better facilitate and encourage redevelopment and
business sustainability within the district. The maximum reimbursement for Gateway Corridor
Improvement Grant program was increased from $6,000 to $7,500. Additionally, Commission
created the Downtown Business Growth and Economic Sustainability Grant Program to
increase foot traffic for downtown businesses. It provides grants from $500 - $3,000 to support
block-level events and activities that will attract customers.
¾ The CRA Board added two additional members to incorporate a broader community
input. promote community input.
¾ In collaboration with the Lake Community Action Agency, the CRA has entered into an
agreement to provide a residential rehabilitation program to repair and improve the condition
of eligible homes within the CRA. The program funding will be increased by over $130,000 in new
funding to supplement the original $250,000 in CRA Funds. The program will focus on enhancing
energy efficiency and safety through various improvements.
¾ In FY 22/23, the CRA established a development agreement with Boukalis Enterprises for a
12-unit market-rate apartment building. The building was completed in FY 24/25 and is now
leasing units, and Boukalis Enterprises received its $60,000 incentive payment. The CRA will
benefit significantly from the increased property value, $250,000 in 2019 to over $2,000,000
in 2024.
¾ The CRA entered into a development agreement to redevelop 201 East Orange Avenue at the
high-profile corner of Orange Avenue and Grove Street. Construction is now complete. The
property value has increased well above the $210,000 price it was in 2022 to an estimated
value of $600,000.
¾ The CRA, after failing to gain acceptance of its development concepts for the former
Waterman Hospital Site, the Commission did not enter into a development agreement with
